Motorcycle Helmet Act

Republic Act No. 10054, also known as the “Motorcycle Helmet Act” was signed into law on 23 March 2010. Under this new law –

All motorcycle riders, including drivers and back riders, are required to wear standard protective motorcycle helmets at all times while driving, whether long or short drives, in any type of road and highway. Standard protective motorcycle helmets are appropriate types of helmets for motorcycle riders that comply with the specifications issued by the Department of Trade and Industry (DTI).

Any person caught not wearing the standard protective motorcycle helmet will be punished with a fine of P1,500.00 for the first offense, P3,000.00 for the second offense, P5,000.00 for the third offense, and P10,000.00 plus confiscation of the driver’s license for the fourth and succeeding offenses.

Tricycle drivers are exempted from complying with the mandatory wearing of motorcycle helmets.

Every seller and/or dealer should make available, every time a new motorcycle unit is purchased, a new motorcycle helmet that bears the Philippine Standard (PS) mark or Import Commodity Clearance (ICC) of the Bureau of Product Standards (BPS) and complies with the standards set by the BPS, which the purchaser may buy at his option. Any seller and/or dealer who violates this requirement will be punished with a fine of not less than P10,000.00 but not more than P20,000.00.

All manufacturers and importers of standard protective motorcycle helmets are required to secure a PS license or ICC prior to the sale and distribution of their products. Upon the effectivity of R.A. 10054, only those standard protective motorcycle helmets bearing the PS or ICC mark shall be sold in the market.

The DTI, through the BPS, shall conduct a mandatory testing of all manufactured and imported motorcycle helmets in the Philippines. The BPS shall periodically issue a list of motorcycle helmet manufacturers and importers and the brands which pass the standards of the BPS, to be published in a newspaper of general circulation or in its website.

Any person who uses, sells and distributes substandard motorcycle helmets or those which do not bear the PS mark or the ICC certificate will be punished with a fine of not less than P3,000.00 for the first offense, and P5,000.00 for the second offense, without prejudice to other penalties under Republic Act No. 7394 or the “Consumer Act of the Philippines.”

Tampering, alteration, forgery and imitation of the PS mark and the ICC certificates in the helmets will be punished with a fine of not less than P10,000.00 but not more than P20,000.00, without prejudice to other penalties imposed in Republic Act No. 7394 or the “Consumer Act of the Philippines.”

Personal comment:
I'm sure the Government is looking for the safety of all motorists, and that's a good thing - but many of us find this "law" unreasonable / unnecessary. Like, why they need to force such law, and if they are really that "concern" why NOT include protective gears (elbow, knees & body armor) with these you can certainly make sure that damages from accident may LESS compared to just by wearing a helmet, don't you think?

And, you CAN'T just buy just any helmets, it has to be PS and ICC standard. Why is that? Are they concern of the quality or something else?

It's already 12:25 AM, morning!!!! and I can still hear loud noises coming from the Gym. It's very disturbing! I hope they realize that.

I believe they are practicing for the upcoming Buglasan 2010 event. And wish Santa Catalina Team a best of luck. HOWEVER, they are doing it at the WRONG TIME. (checking time, oh it's already 12:25 in the morning!)

They should practice early to avoid disturbances. Or maybe they can still practice at this time BUT please without the loud drums. Whatever reasons, or excuses you have that could not practice early time, that's your fault. You should do something to fix it.

At time like this, 12:25 in the morning, WE can still hear LOUD NOISE coming from the drums, musics, wrestle and shouts..WE are PEOPLE! We Need To Get Some Rest!

1) Eat Plain Oatmeal

You know that oatmeal that comes in the round cardboard container? That oatmeal is the one I'm talking about. You just mix some water into the oatmeal till it's fairly good and soaked, heat in microwave for about 45-55 seconds (that's SECONDS) and then drizzle some honey over it. You don't even need milk because the honey gives it enough liquid. Of course you can always add some berries and milk if you don't particularly care for bland.

* Fiber in oats will keep bowel movements more healthy, and as the old adage goes, "better out than in."
* The insoluble fiber in oats has cancer-fighting properties.

Of course it's best to drink filtered water, and occasionally one should detox with distilled water. (But don't drink distilled regularly because it can cause mineral deficiency.)

You probably heard some of them from your friends or brokers. As a buyer or investor, it is important that you have a knowledge about it so that you can have an idea as to the kind of community you will be living.

Should you buy from a socialized housing or one in a high-end development? Well, you already know that it depends on many factors including affordability, accessibility, your personal preferences or the needs of your family.

How much is a typical low cost house? How are houses categorized and what is the price range of houses on each category? This article will attempt to answer such questions.

This type of project has improved amenities like guard house, entrance gate perimeter fence, club house and play courts plus the usual swimming pool. Houses are of much better quality than the previous categories.

This development is sometimes referred to as High-end. It has all the amenities in the MEDIUM COST project and even better ones. Experts agree the key to healthy eating is the time-tested advice of balance, variety and moderation. In short, that means eating a wide variety of foods without getting too many calories or too much of any one nutrient.

These 10 tips can help you follow that advice while still enjoying the foods you eat.

1. Eat a variety of nutrient-rich foods. You need more than 40 different nutrients for good health, and no single food supplies them all. Your daily food selection should include bread and other whole-grain products; fruits; vegetables; dairy products; and meat, poultry, fish and other protein foods. How much you should eat depends on your calorie needs. Use the Food Guide Pyramid and the Nutrition Facts panel on food labels as handy references.

2. Enjoy plenty of whole grains, fruits and vegetables. Surveys show most Americans don't eat enough of these foods. Do you eat 6-11 servings from the bread, rice, cereal and pasta group, 3 of which should be whole grains? Do you eat 2-4 servings of fruit and 3-5 servings of vegetables? If you don't enjoy some of these at first, give them another chance. Look through cookbooks for tasty ways to prepare unfamiliar foods.

3. Maintain a healthy weight. The weight that's right for you depends on many factors including your sex, height, age and heredity. Excess body fat increases your chances for high blood pressure, heart disease, stroke, diabetes, some types of cancer and other illnesses. But being too thin can increase your risk for osteoporosis, menstrual irregularities and other health problems. If you're constantly losing and regaining weight, a registered dietitian can help you develop sensible eating habits for successful weight management. Regular exercise is also important to maintaining a healthy weight.

4. Eat moderate portions. If you keep portion sizes reasonable, it's easier to eat the foods you want and stay healthy. Did you know the recommended serving of cooked meat is 3 ounces, similar in size to a deck of playing cards? A medium piece of fruit is 1 serving and a cup of pasta equals 2 servings. A pint of ice cream contains 4 servings. Refer to the Food Guide Pyramid for information on recommended serving sizes.

5. Eat regular meals. Skipping meals can lead to out-of-control hunger, often resulting in overeating. When you're very hungry, it's also tempting to forget about good nutrition. Snacking between meals can help curb hunger, but don't eat so much that your snack becomes an entire meal.

6. Reduce, don't eliminate certain foods. Most people eat for pleasure as well as nutrition. If your favorite foods are high in fat, salt or sugar, the key is moderating how much of these foods you eat and how often you eat them.

Identify major sources of these ingredients in your diet and make changes, if necessary. Adults who eat high-fat meats or whole-milk dairy products at every meal are probably eating too much fat. Use the Nutrition Facts panel on the food label to help balance your choices.

Choosing skim or low-fat dairy products and lean cuts of meat such as flank steak and beef round can reduce fat intake significantly.

If you love fried chicken, however, you don't have to give it up. Just eat it less often. When dining out, share it with a friend, ask for a take-home bag or a smaller portion.

7. Balance your food choices over time. Not every food has to be "perfect." When eating a food high in fat, salt or sugar, select other foods that are low in these ingredients. If you miss out on any food group one day, make up for it the next. Your food choices over several days should fit together into a healthy pattern.

8. Know your diet pitfalls. To improve your eating habits, you first have to know what's wrong with them. Write down everything you eat for three days. Then check your list according to the rest of these tips. Do you add a lot of butter, creamy sauces or salad dressings? Rather than eliminating these foods, just cut back your portions. Are you getting enough fruits and vegetables? If not, you may be missing out on vital nutrients.

9. Make changes gradually. Just as there are no "superfoods" or easy answers to a healthy diet, don't expect to totally revamp your eating habits overnight. Changing too much, too fast can get in the way of success. Begin to remedy excesses or deficiencies with modest changes that can add up to positive, lifelong eating habits. For instance, if you don't like the taste of skim milk, try low-fat. Eventually you may find you like skim, too.

10. Remember, foods are not good or bad. Select foods based on your total eating patterns, not whether any individual food is "good" or "bad." Don't feel guilty if you love foods such as apple pie, potato chips, candy bars or ice cream. Eat them in moderation, and choose other foods to provide the balance and variety that are vital to good health.

Unlike previous Christmas in Sta Catalina, Today is the saddest, quiet, and less fun. I can't see Christmas decors, nor the annual inter-barangay belen contest where people from different places meet and enjoy watching the colorful decors and lights.

So just wondering, Nganong walay decorations sa park karon? Nganong walay inter-barangay belen contest karon?

Well, I'm just having a thought that they might saving for electricity? (haha!)...hope not for the upcoming elections. (whew).

I hope there's still preparing activities where people can see and enjoy. I know, it's not the decors, nor the "mabonggang" Christmas lights that bring people together, but the love that binds us together.

The presence of the Philippine Army in Sitio Kakha, Barangay Talalac, will help prevent rebel groups from destroying the water pipes in the hinterland barangays of Santa Catalina, Negros Oriental.

The local government recently sent bundles of water pipes to be used to give ample water supply to the residents of the Gawad Kalinga Kalinaw Village and of Sitio Kakha.

There are 38 families in Sitio Kakha identified as recipients of the housing project under the Gawad Kalinga of the Couples for Christ-World Mission.

Barangay Kagawad Josephine Casido said some of the water pipes were allegedly destroyed by still unknown suspects while some were hit by a landslide caused by strong rain recently.

She said residents of Sitio Kakha used to fetch water from shallow wells almost two kilometers from their place. She added they have to utilize the available water supply because they have no other sources in the area.

Casido said there are other recipients of the Kalinaw Village who refused to occupy the housing units because of the lack of water supply.

Residents said that during rainy season they will make an improvised catchment tank to gather rainwater to be used for cooking and also for drinking.

The 302nd Brigade Commander of the Philippine Army Col. Cesar Yano has instructed the troops in Sitio Kakha to assist the residents in the installation of there water pipes.

Yano has introduced organic agriculture development to the farmers who are residents of in Sitio Kakha. He said he strongly believes that there is money in agriculture partnered with patience and hard work.*MA

History of Sta Catalina

The municipality of Santa Catalina is named after their patron saint, Santa Catalina de Alejandria, also known as Saint Catherine of the Wheel and The Great Martyr Saint Catherine. She is a figure claimed to have been a noted scholar in the early 4th Century who, at the age of only 18, is said to have visited the Emperor of the time, who could have been Maximinus II or Maxentius, and to have attempted to convince him of the error of his ways in persecuting Christians (and having succeeded in converting his wife).

According to legend, she also converted many pagans, who were subsequently murdered. The legend of Catherine continues that she was condemned to death on the breaking wheel (an instrument of torture), but that it broke when she touched it, so she was beheaded. Her symbol is the spiked wheel, which became known as the Catherine wheel, and her feast day is celebrated the 25 November in most Orthodox churches.

Ranked with St. Margaret and St. Barbara as one of the fourteen most helpful saints in heaven, she was unceasingly praised by preachers and sung by poets. It is a well known fact that Jacques-Benigne Bossuet dedicated to her one of his most beautiful panegyrics and that Adam of Saint-Victor wrote a magnificent poem in her honour: "Vox Sonora nostri chori". In many places her feast was celebrated with the utmost solemnity, servile work being suppressed and the devotions being attended by great numbers of people. In several dioceses of France it was observed as a Holy Day of obligation up to the beginning of the seventeenth century, the splendour of its ceremonial eclipsing that of the feasts of some of the Apostles. Numberless chapels were placed under her patronage and her statue was found in nearly all churches, representing her according to medieval inconography with a wheel, her instrument of torture.
St. Catherine became the patroness of young maidens and female students. Looked upon as the holiest and most illustrious of the virgins of Christ, it was but natural that she, of all others, should be worthy to watch over the virgins of the cloister and the young women of the world."

The spiked wheel having become emblematic of the saint, wheelwrights and mechanics placed themselves under her patronage. Finally, as according to tradition, she not only remained a virgin by governing her passions and conquered her executioners by wearying their patience, but triumphed in science by closing the mouths of sophists, her intercession was implored by theologians, apologists, pulpit orators, and philosophers. Before studying, writing, or preaching, they besought her to illumine their minds, guide their pens, and impart eloquence to their words. This devotion to St. Catherine which assumed such vast proportions in Europe after the Crusades, received additional eclat in France in the beginning of the fifteenth century, when it was rumoured that she had spoken to Joan of Arc and, together with St. Margaret, had been divinely appointed Joan's adviser..

Sta. Catalina contingent bags NegOr's “Sayawit” championship award

DUMAGUETE CITY, Dec. 18 — The contingent from Sta. Catalina municipality was this year’s champion of the Negros Oriental "Sayawit" competition, bringing home not only the pride, but a trophy and a cash prize of P60,000.

Sta. Catalina bested four other local government units (LGUs) who participated in the competition last Saturday.

The Sta. Catalina contingent also awarded the best in production design.

Bayawan City was second with P50,000 in cash prize and was also awarded best in costume, while San Jose came up third with P40,000 in cash prize and the best in performance award.

The two runners-up, Mabinay and Tayasan, received a consolation prize of P10,000 each. Mabinay was also named as best in choreography while Tayasan was best in musicality, and was also awarded the best rondalla accompaniment.

In the “parol” competition, Dumaguete bested 13 other local government units who also presented equally beautiful Christmas lanterns made of indigenous materials during the competition.

Bayawan City won special award for the creative use of waste materials. The city used parts of ballpens to produce a beautiful lantern.

The Pinaskuhan Sayawit Festival is an annual Christmas activity spearheaded by the provincial government. (PNA)

Today, I had the chance to took pictures of the cockpit ("bulangan", "sabungan") located at Nagbagang, Sta. Catalina Negros Oriental. And because its Friday there's no people around. Regular cock fighting schedule is every Sunday.
